Wold Board of Directors Meeting [Posted 1/14/2024]

Notice is hereby given that the Wold Board of Directors will hold an open Board Meeting on Tuesday, January 30, 2024, @ 10:30 a.m. at the home of Ann Erickson – 2358 W. Sybille Dr. Laramie, WY.

Slash Pile Burning  [Posted 11/15/2023]

Today, November 15th, 2023, an owner informed the Board of Directors that the slash pile near Wold was burning.  The pile appeared that it had been burning for several hours by the time it was discovered. As there had been no prior notification of a plan to burn the slash pile, Ann Erickson contacted the Forest Service.  They confirmed that this was not a prescribed burn by their agency. The Forest Service brought their law enforcement and fire truck.  There is no immediate threat to our community despite no snow being on the ground.  The burning pile will be monitored throughout the night.  Tomorrow, equipment and water trucks will be used to extinguish the remaining coals and burning stumps.  If the situation changes, we will let the owners know immediately.

Mailbox Project Update [Posted 9/26/2023]

We are very excited to share that we have continued to make tremendous progress on the Wold Mailbox Project.  THANK YOU to everyone who helped, offered assistance, or shared encouragement.  It is appreciated! Over the next couple of weeks, the new mailboxes will be installed.  There will be two 16-unit mailboxes along with a package unit.  All units will be installed near the entrance to Wold.  We have a total of 32 new mailboxes that will be installed at the entrance to Wold.  At this time, 23 of those mailboxes have already been spoken for based on previous communication.  If you have notified Julie previously, she has you own the list.  If you have since decided that you would like to purchase a mailbox, please let her know right away.  

After installation is complete, we will notify owners about the process for getting a new mailbox assigned or a current mailbox transferred from another location, such as WyColo.  We are optimistic that we will be able to complete the project before too much snow is on the ground.  Keep your fingers crossed! 

·        The property owners who have a mailbox in the current ‘old’ unit have all been identified.  Julie has notified anyone who didn’t know they had a mailbox. 

·        If you would like a mailbox at the entrance of Wold, there will be a one-time cost of $75.00. (The Post Office and Wold have shared the costs involved.  We are thankful that they covered almost half of the cost.)  You will need to send payment to Julie Kokes.  You can mail a check payable to Julie Kokes or Venmo her.

Proxy Information for Annual Meeting [Posted 7/29/2023]

Hello Neighbors & Friends,

      We hope you will plan to attend this year’s Annual Meeting & Picnic on Sept. 2, 2023, 10:00 a.m. at the Kokes Shop (13 Valley Road).  This is a great way to connect with neighbors, give input to Wold business and receive updates about topics for owners. Hope to see you there! 

     We wanted to remind everyone that we can only vote on business items and motions during the meeting if a quorum is present. (Last year, we did not have a quorum.) If you are unable to attend, please consider assigning your proxy vote to a trusted cabin owner who will represent your interests and views.  Proxies do count towards the quorum, so this enables us to take care of business during the meeting.  The proxy form is attached to this email and available on the website.  Thanks for helping us to keep our community running smoothly!

 

Below is information related to proxy voting.

·       Proxy voting is a form of voting whereby an owner delegates their voting power to another owner when they are unable to attend the meeting. The owner who receives the proxy vote agrees to represent them and vote on their behalf.

·       The proxy form is attached to this email.  If you are unable to print out the form, please let Julie know and she will get one to you.

·       Proxies are approved by the Board Secretary (Julie Kokes) when they are submitted. 

o   You can give the proxy to another owner to take to the meeting. They will give the proxy to Julie at check-in. 

o   You can get the proxy to Julie ahead of the meeting:

·       You can also submit a hand-written proxy. To be approved, the proxy shall be in writing with the following information included:

o   Name of the meeting  (Annual Meeting 2023)

o   Meeting date (Sept. 2, 2023)

·       All district business, including motions, are voted on by landowners only. 

·       Each landowner listed on the deed will have one vote each.

·   Properties owned by a corporation, partnership, trust, or LLC shall have only one vote on behalf of all owners in any election.

Wold Improvement Board of Directors Openings [Posted 7/13/2023]

The Wold Improvement & Service District will hold a Mail Ballot election for Directors on Tuesday, Nov. 7, 2023.

 

Three Director positions, two with a four-year term and one with a two-year term will be elected.  Candidates must file an application for election with the District Secretary, by mailing the application to Julie Kokes 40512 CR 78 Crook, CO 80726.  Applications for election may be obtained from the District Secretary or downloaded from the Wold website.  Completed applications must be received by the Secretary, no earlier than Aug. 9, 2023, and no later than Aug. 25, 2023.

 

All qualified electors are entitled to vote for directors at District elections.  Qualified electors are owners plus district residents who are registered voters.  “Elector” or “voter” means a person who is a qualified elector or an owner of land in the district, including any corporation, partnership or association owning land in the district provided the individual who casts the vote for a corporation, partnership or association presents the election judge with a written authorization to vote for the corporation, partnership or association.  No person is a qualified elector who is under eighteen (18) years of age, a mentally incompetent person, or who has been convicted of a felony and his civil or voting rights have not been restored.  In applying provisions of the Special District Elections Act of 1994 to this act, the terms “elector” or “voter” shall include qualified electors and landowners.  Any voter not otherwise registered who makes an affidavit evidencing his qualifications to vote is deemed registered for that election.

 

Qualified electors will be mailed a ballot package with a return-verification envelope and instruction, including the date and time the ballot must physically be in the hands of the election official.  The Albany County Courthouse shall be open between 9:00 A.M. and 5:00 P.M. on Election Day as a polling place.  Mail ballots shall be available from 9:00 A.M. until 5:00 P.M. on Election Day at the polling place for voters who are not listed on the county voter registration records of the Wold Improvement & Service District registration list but who are otherwise entitled to vote.

Notice:  2024 Proposed Budget Hearing Notice [Posted 6/11/2023]

Notice is hereby given that the Board of Directors of Wold Improvement and Service District will hold a hearing open to the district members as required by W.S. 16-4-109 on the proposed 2024 District budget.  The budget hearing will be held electronically on Thursday, June 22, 2023 at 7 p.m. The hearing may be accessed through Google Meet, video call link -https://meet.google.com/zhs-biym-fxv. Formal adoption by the Board of Directors of the 2024 District Budget will take place during the Board of Director meeting directly after the budget hearing.  The 2024 Proposed Budget is located under the Financials Tab on the Wold Website. Announcement:  Steil Surveying & Honeywagon Septic [Posted 6/8/2023]

Property Owners, a couple of services are going to be in our community this summer. There is a savings on the fee and mileage when more than one person from our community hires a company at the same time to perform a service . (This expense is the responsibility of the individual owners.) 

Steil Surveying Services, out of Cheyenne, will be in our community this summer to survey and mark property lines for individual cabin owners. If you are interested in having your property times identified and marked, this is a great time to do it.  After your survey is complete, you have the option of requesting an official Mylar map of your property which can be filed with Albany County. Announcement - Walden Gas [Posted 2/28/2023]

Hello Friends & Neighbors!

     We wanted to let you know that Ray from Walden Gas will be coming through the community to monitor and check gas lines.  He will be on a four-wheeler with tracks on it.  If you see someone on your camera or notice tracks on your property, it will be Walden Gas working.  

Trapping in the Area [Posted 1/10/2023]

Please be aware that there are animal traps set in the vicinity of Wold Tract.  On Monday, January 9th, 2023, several cabin owners noticed a red fox with a steel clamp trap attached to its jaw/face with the remaining trap dangling.  While the fox is able to move about, it does get its legs tangled in the trap.  We wanted to make sure all cabin owners are aware of the trapping in our area so you can keep an eye on your pets and young children. Wyoming Game & Fish has been notified.

Note:  They Wyoming Game and Fish Department manages and regulates furbearer trapping.  Trapping is legal for recreational and economic opportunities of a  renewable natural resource for Wyoming  residents.  Furbearing animals in Wyoming consist of badgers, beavers, bobcats, martens, mink, muskrats, and weasels.   It is legal to hunt or trap predatory animals in Wyoming year round.  Predatory animals are defined as: coyote, jackrabbit, porcupine, raccoon, red fox, skunk, stray cat, or wolves.  There are no license requirements or stamps required.  The only restriction is that it is illegal to hunt from any public road in Wyoming.  Trappers are also prohibited from placing traps on or near another person's private property.

Results of Special Election [Posted 1/20/2022]

The unofficial results of the Special Election held Dec. 10, 2021 - Jan. 10, 2022 have been reported.  Both the proposed bylaws revision and speed limit revision of have passed.   These unofficial results will not be official until certified and reported to the Board of Directors at the next business meeting.

When the ballot is mailed, there will be an affidavit included with it.  This affidavit tells Albany County Election Officials who is able to sign the return ballot envelope on behalf of the trust, LLC, or business. The affidavit that will go in those specific ballots will need to be notarized in order for the ballot to be counted.  Albany County would not know if the affidavit is notarized or not until the day after the election when they are allowed to open ballots.

Emergency Exit  [Posted 8/6/2021]

Good Day, Friends & Neighbors,

     We need everyone's help.  As you know, several Board of Directors. over the span of many years, have worked tirelessly to get a secondary emergency exit for Wold.  This last spring, an agreement was finally reached to keep the exit road going from Tic's Parking to Upper Road open - only to be used in an emergency.  However, so many people are traveling on this road for general use and/or a matter of convenience, that the agreement with the Forest Service is in jeopardy.  (We have no idea if the people traveling on it are Wold residents, strangers, neighbors, guests, etc.)  Keep in mind, this road was created as a secondary exit for Wold property owners to be used in case of an emergency - especially a forest fire.  It was not built to be used to enter or exit the Wold Community or surrounding trails on a daily or ongoing basis.  PLEASE... do not travel on this road EXCEPT during an emergency.   Also, please make sure your guests and family members know to stay off this road.  Regardless of an individual's viewpoint about the rules of use, we must follow them in order to keep this exit open.  This is a safety issue which impacts our entire community.  Please help us to keep this exit in place.  If you see anyone traveling on the road, please help us by kindly telling them that this road is for emergency use only.  We appreciate everyone's assistance, courtesy, and cooperation. THANK YOU!

Annual Meeting 2020 [Posted 7/25/2020]

Fire Ban Information [Posted 6/22/2020]

This information is current as of 6/22/2020.  Fire burning clarification from Chad Dinges, Albany County Fire Warden: There are no restrictions in Albany County on private lands at this time. Any change will be published on county website. The National Forest restrictions are best found on the Medicine Bow National Forest website. 

Fire Ban clarification from Medicine Bow-Routt National Forests:

Currently Medicine Bow - Routt National Forests and Thunder Basin National Grassland does not have a fire ban in place. (though conditions and risk can change at any time)

People hear there is a fire ban, and then they see people in their neighborhood having a fire, but the question is, who implemented the fire ban? County or forest? A Forest Service fire ban applies only to forest service land. Not county. Also, it is good to know the difference between stage 1 and stage 2 fire bans. It will always be one or the other depending how serious it is. There are two stages of fire restrictions, with Stage 2 being more restrictive than Stage 1.

STAGE 1: For example, you’re still allowed to have a campfire in a Forest Service-approved fire ring at a campground during a Stage 1 restriction. However, it must be in the provided, already in place fire ring. Campers cannot bring their own and also cannot use charcoal grills on the forest during stage 1.

STAGE 2: Campfires are prohibited entirely at Stage 2. *Other activities that fire restrictions limit include shooting guns, smoking, and using tools like chainsaws or torches.

The purpose of fire restrictions is to protect human life and property by reducing the risk of human-caused fires during prolonged periods of unusually high fire danger. The Forest Service examines numerous factors when deciding whether to implement a fire ban. Obvious factors, like weather and the conditions in the forest, as well as not so obvious factors, like an expected influx of visitors on holidays and the availability of resources nearby to put out fires. When we go into either stage 1 or stage 2 fire ban, it applies to the entire forest (Medicine Bow - Routt National Forests and Thunder Basin National Grassland) Which is part of Colorado and part of Wyoming.

Septic System Pumping Information [Posted 6/21/2020]

All-in-One Septic & Plumbing will be in Wold mid-July to pump out septic systems. It is cheaper if more owners do it together. ($350 for one person and goes down from there.) If you would like to get on the list to have your septic system pumped, please contact Roy Aiken by July 10th to get on the list. (You can also message the Wold Facebook page or email the Wold account to get you on the list.) You can pre-pay for the service by contacting All-in-One at (307) 742-6335 Mon.-Fri. 8:00 a.m. - 5:00 p.m. 

Gravel Information for Owners [Posted 6/21/2020]

Sessions & Sons will be in Wold sometime during the next couple of weeks to do our summer road maintenance and improvement. If individual owners would like to have to have a load or two of gravel delivered to their property, Sessions would be able to deliver it during the same time frame. A 12-yard load of gravel is just shy of $500 per load. (12 yards or one dump truck will cover about 2000 ft.² when spread 2 inches thick.) Owners will need to pre-pay by calling Sessions & Sons. When you call, you will be able to also arrange for a delivery date. Someone will need to be present upon delivery to ensure that it is spread in the proper location. Temporary and Brief Road Closures [Posted 6/13/2020]

Please note that a small portion of Valley Road and/or Upper Road might be inaccessible at various times this summer due to construction equipment on the road.  The sections are surrounding the Pontarolo cabin.  These brief closures will take place during weekdays.  As soon as their construction project is complete, the roads will be open as usual.

Notice is hereby given that the Board of Directors of Wold Improvement and Service District will hold a hearing open to district members as required by W.S.16-4-109 on the proposed 2021 District budget.  The hearing will be held via Zoom on June 14, 2020 at 1:30 pm.  Information on how to join the budget hearing on Zoom is below.  Formal adoption by the Board of Directors of the 2021 District Budget will take place during the Board meeting directly after the Hearing.

Steil Surveying coming to the mountain! [Posted May 15, 2020]

Property Owners: Steil Surveying will be on the mountain on June 17th doing some work for a property owner. If anyone else would like Steil Surveying to survey their property, please contact them to set it up. If there are several owners interested, they will come back up on the 18th.

Accounts Audited [Mar. 16, 2020]

The Wold Improvement & Service District financial accounts have been audited for the period 1/1/2017 through 2/28/2020 by an independent accountant, Jeff Jones.  He verified that there were no irregularities with any of the transactions during this period and found all expenses to be those of normal district activities.  

Ballots are in the mail! [Feb. 6, 2020]

Please be on the lookout!  The mail ballots for the propsed amendments to our Bylaws are being mailed out on Feb. 7, 2020.  Please let us know if you do not get your ballots in a timely manner.  We want to hear from all of owners - please complete and return your ballot by March 31st, 2020

Summer Clean-up ... Need Help? [Posted Feb. 3, 2020]

The Board of Directors is considering a Wold Community Workday to be scheduled in early summer.  Is there a need?  We realize that there are some owners who might need assistance, tools, man power, etc. to help with a small project (i.e. tree cut down; debris hauled to the slash pile; etc..   There are several community members willing to help you!   Please let a board member know or email us at: woldimprovement@outlook.com if you have a project to add to the work list.
